Application For Media Credentials And Cell Phone Privileges

This form permits bona fide journalists to apply for credentials to enter courthouses of the U.S. District Court for the Eastern District of Michigan with a cell phone pursuant to Local Rule 83.32. The Court reserves the right to grant, deny or withdraw media credentials at any time.

Applicants who work for a recognized newspaper, network, cable or independent news organization need only provide a current photo of themselves and a color copy of their employer-issued media credential.

All others will be contacted by email to send in a current photo of themselves and at least two articles, commentaries, books, photographs, videos, films or audio recordings published or broadcast within the preceding 24 months.

Applications will be evaluated by the Court Administrator/Clerk of Court. Those who are denied media credentials may ask the Chief Judge of the Court in writing for reconsideration. Decisions by the Chief Judge are final. Those applicants may reapply after 12 months.

Media credentials will expire three years after the date of issuance.

Court-credentialed journalists must adhere to the Code of Ethics for the Society of Professional Journalists and Local Rule 83.32: Possession and Use of Electronic Devices in Federal Court Facilities, and Administrative Order 18-AO-006.

Violators may be ordered to forfeit their credentials by any judicial officer or Court Administrator/Clerk of Court. Those whose credentials are forfeited may ask the Chief Judge of the Court in writing for reconsideration. Decisions by the Chief Judge are final. Those whose credentials are forfeited may reapply after 12 months.

The following rules govern the use of cell phones and media credentials in federal district courthouses in Eastern Michigan:

  • Journalists must produce the court-issued media credential along with government issued photo identification - such as a driver's license - to enter a courthouse with a cell phone.
  • Cell phones must be set to mute while in the courthouse.
  • Cell phones may not be used for taking photographs or recording sounds or images without permission of a judicial officer.
  • Media credentials may not be shared.
  • Cell phones may be used in the Media Center, unoccupied attorney conference rooms or other areas designated at courthouses in Detroit, Ann Arbor, Bay City, Flint and Port Huron. Journalists must vacate attorney conference rooms if lawyers or court officials arrive to use the facilities.
  • Cell phones are not permitted in any courtroom without the permission of a judge and they may not be used in court corridors.
  • Journalists who violate these rules may have their cell phones confiscated and be subject to contempt of court proceedings.
